I find great difficulty in dealing with this

These regulations embody a number of rules
leaving to an individual official the right to determinu
& number of questions such as the length of periods of detention "in quarantine", the right of persons free from
infectious disease to land bo.
It was one of the principal objects of the
Venace Convention, as of the three previous International
Conventions of Venice, Dresden and Paris, that much
matters should not be loft to the discretion of inui-
vaculis, but that Governments accepting the Convention
should make it definitely know to countries trading
with them whet restrictions would have to be suami tued
to if they entered their pores.
